Arthashastra

Origin. Attributed to Kautilya (Chanakya), advisor to Chandragupta Maurya (c. 4th century BCE). A comprehensive treatise on statecraft, economics, military strategy, and administration.

Mechanism. The state exists to enable artha (material prosperity). Prosperity requires order; order requires power; power requires systematic administration. The Arthashastra treats governance as engineering: incentives must be aligned, information must flow, threats must be assessed, resources must be allocated. The ruler operates through systems, not personal virtue. The text provides specific procedures for each administrative function.

Procedure. The text covers: (1) Training and conduct of the ruler — self-discipline before ruling others. (2) Appointment and management of ministers and officials — tests of loyalty, salary structures, supervision. (3) Espionage and intelligence — networks of spies in multiple roles, information verification, covert action. (4) Diplomacy — six-fold policy (peace, war, waiting, attack, alliance, double-dealing), assessment of relative power. (5) Treasury and revenue — taxation, resource management, accounting. (6) Law and punishment — proportional punishment, contract enforcement. (7) Military strategy — army organization, fortification, siege, timing of campaigns. (8) Emergency measures and threats — handling calamities, conspiracies, internal dissent. Each area has specific procedures, contingencies, and metrics.

Applies to. Political strategy. Organizational management. Any context requiring systematic coordination of resources, people, and information toward strategic objectives.

Limitations. The text assumes monarchical rule with centralized authority. Its amorality — double-dealing, manipulation, and deception — makes it a tool without ethical constraint; the user must supply values. Some procedures are specific to ancient Indian conditions. The comprehensive system requires substantial administrative capacity to implement.
