Implementation Readiness

Origin. Change-management diagnostics; Kotter; the RACI family.

Mechanism. Checks that the preconditions for execution — ownership, authority, resources, sequence, and a stopping rule — exist as facts rather than as intentions.

Procedure. For each element: who is accountable by name, not by role; what authority do they have that they can exercise without asking; what resources are committed rather than promised; what must be true before the first step; what evidence would stop the work.

Applies to. The gap between a decision and its first irreversible action.

Limitations. Checklists are satisfied by attestation. The method detects absent structure, not present-but-inert structure.
