Mechanism. Plots parties on power and interest, prescribing an engagement mode per quadrant: manage closely, keep satisfied, keep informed, monitor.

Procedure. Enumerate parties. Place on the grid by observed behaviour, not by charter. Assign engagement mode. Re-map after any event that changes power — reorganizations move parties across quadrants immediately.

Applies to. Political feasibility; sequencing of communication.

Limitations. Prescribes managing people. Parties who discover their quadrant assignment respond to it, and the map's predictive value ends at the moment it leaks.
